VENUE
Plenary sessions will take place in the Assembly Hall of the Parliament of the Autonomous Province of Vojvodina while panel sessions will be located at the Hotel Park in Novi Sad.

RATIONALES
International Seminar on Higher Education will be an experts' summit aiming to explore a wider context of emerging models of Independence in the context of reform of macro higher education system and increasing international cooperation. Although predominantly a European event, Seminar will also have a strong focus on Regional higher education issues.

PARTICIPANTS
Participants representing a variety of countries, institutions, experiences and responsibilities gathered in Novi Sad for an International Seminar on Higher Education, united by their commitment to making the European Higher Education Area a reality through European, regional, national and local policy and action. They agree to launch of the Novi Sad Initiative.

PROGRAMME
International Seminar on Higher Education is an experts' summit aiming to explore emerging models of independence in higher education systems in the context of ongoing European reform and raising concerns that current preoccupation with higher education as a service provider, key to economic and social development, holds a danger of weakening of an appropriate separation between higher education and governments. Although inherently a European event, Seminar also provides a platform for Regional cooperation and various Regional initiatives.
